Under the general direction of the Payroll Operations Manager, the Payroll Specialist is responsible for the timely and accurate processing of full cycle payroll for all organizational units. This position helps the People and Culture Department reach its operational goals by providing high-quality customer service, administrative support, and compliance management across multiple operating jurisdictions. The incumbent will verify all payroll entries including earnings, deductions and employee changes and review/reconcile any discrepancies as necessary. The incumbent will also prepare special reports for senior management, conduct regular trainings/seminars for employees, draft/update departmental standard operating procedures as necessary and work regularly with the Finance department to assist in reconciliation of payroll journal entries and accounts or support in reconciling 941(s) or audit data.

This is a full time, exempt, benefits eligible position based in Washington, DC.

The Payroll Specialist is responsible for:

Client Service and Administration – Support the People & Culture Department in administering operational policies and procedures pertaining to Payroll. Assist in resolving payroll related employee inquiries. Provides routine reporting in support of strategic planning objectives. Provides insight and analysis to internal stakeholders regarding payroll trends and anomalies. Responds to routine inquiries from Federal and State regulatory agencies. Aids and support any internal and external audits. Delivers ad hoc trainings on updates to the ADP self-service portal. Delivers ad hoc trainings on payroll topics (e.g., the FLSA, FMLA, SDI). Provides procedural guidance

Systems and Records Management – Ensures accuracy of payroll transactions by monitoring and maintaining status changes, tax withholdings, benefit deductions, time-off accruals, et cetera. Ensures all payroll data and records are maintained in accordance with statutory requirements. Archives payroll and payroll related data in accordance with GP US Policy, State, Federal, and other applicable retention schedules. Maintains, updates, and ensures proper configuration of organizational timekeeping system (ADP Time & Attendance). Maintains the confidentiality and security of all personnel and payroll data.

Payroll Administration – Prepares, processes, and audits payroll and related data for all business unit(s). Executes personnel actions for all business unit(s) as prescribed by Payroll Action Summary. Issues final pay in accordance with Greenpeace US policy, state and local law. Processes garnishments in accordance with Greenpeace US policy, Federal and State law. Processes escheatment in accordance with Greenpeace US policy and state law. Ensures minimum wage compliance for all operating jurisdictions. Processes and audits 401K and benefit contributions monthly. Records, tracks, and intervenes in payroll metrics and performance indicators (KPI). Prepares and distributes monthly, quarterly and annual payroll reports. Processes quarterly and annual amendments and reconciliations as needed. Facilitates W-3, W-2, and W-2C production process. Supports all internal and external audit requests as needed. Ensures implementation and compliance for any new legislation or guidelines impacting payroll (e.g., IRC, IRS publications, FLSA, et cetera).

Administrative Support - General clerical duties to include phone duties, filing, photocopying, scanning and faxing. Drafts and distributes memoranda and other professional correspondence as needed. Assists with P&C administrative tasks or projects as needed

Minimum requirements for the Payroll Specialist include:

Bachelor’s Degree in Human Resources, Business Administration, Accounting, or related field or equivalent experience
5+ years of experience in payroll support position
FPC or CPP strongly preferred
Working knowledge of HRIS databases and payroll software, or proven ability to quickly learn new database systems
Experience handling high-risk administrative tasks successfully
Proven ability to work independently and handle confidential information
Advanced Microsoft Excel skills including vlookup, hlookup, pivot tables, sumifs, etc
Excellent project management, time management and facilitation skills
The ability to manage multiple and changing priorities effectively
Ability to work autonomously and collaboratively within teams
Detailed orientated, with a strong sense of urgency
Strong interpersonal skills, including written and verbal communication skills
Additional qualifications for Payroll Specialist include, but are not limited to:

Multi-jurisdictional payroll experience preferred
California payroll experience preferred
Customer service orientation
